New DVD drives will allow the burning of dual-layer DVD discs:

Inexpensive, too. Expect the MPAA to freak out.

These drive still fall short by around 1 gig. Commercial DVD's are 9.7 gigs so there will still be the need to authour most DVD's. Simple copying will, in most cases, still be a no go.
Most movies will fit on a single layer DVD. It's the extras that make up nearly 60% of commercial DVD content and not many people are interested in viewing the extras. You can bet that the movie companies will fill every DVD to the max.
Dual Layer burners have come too quickly. Sales of single layer burners has boomed in the last year becasue of falling prices.
The other issue is blank costs. A big difference between $1 and $5.
