pop up keep popping up,doubleclick has taken my pc hotage

i scan ,get rid of these doubleclick cookies then the cookie remain on the pc...i get pop ups though my pc is told to not take pop ups...i get redirected to a searchpage when i go on certain site i go to regularly,i dl things to get rid of them and they do,but only for a min,and my system restore won't allow me to go any further than today earlier
