Weird blue screen on start-up

When ever I switch on or reboot my pc, I see a windows XP blue screen with message "Please Wait. . . . . . . . " and white dots progressing for few
minutes and then it automatically proceed to login screen. I'm not sure what
caused this issue. Can any help me resolve this issue? Thanks four your help.
