Hi mohitgarg,
Welcome to Help2Go!
Sorry for the delay in responding.
I had your thread moved from the spyware forum to the computer help forum beings it doesn't sound to be a malware issue.
Personally I am not our Blue Tooth Device expert here, but after some research I found you might want to verify that it is set up properly. Please see link below:
Set up a Bluetooth enabled device
If it is set up properly you may also want to read this thread that seems similar to the problem that you are having with Windows Explorer restarting.
Let us know if this helped in any way. Other members may be along shortly that are more experienced with Blue Tooth Devices.
DonnaI am currently taking a degree in Malware Removal, and during this time, it is not appropriate for me to offer any assistance in the analysis of or the removal of Malware. Thank you for understanding.
If you think you might be infected with malware or have recently cleansed your computer of malware without the help of an expert, please read and follow the instructions in How to Start Removing Viruses and Spyware from your Computer. This can alleviate time consumed in trouble shooting your current computer problems.
If your problem is solved, here's how to say thanks!

Give us a few more details, just to be sure:
It being a laptop, i guess this is a USB bluetooth dongle, am i correct? (you can get internal devices theese days too)
Is it a plug n play device? I.E did you have to insert a driver disk before the bluetooth dongle? or did you just plug it in straight from the box?
Whats the model number of your Dell Inspiron?
What is the make and model of the Dongle? (if it is a USB one)
When you are just about to use the device, before you do, please take a look in device manager for me, and let me know if there are any red or yellow icons there.
(Windows 7 device manager: Click the "Start orb" in the lower left of your screen. Type 'Device Manager' into the search bar at the bottom of the start menu pop-up and press enter. You may be prompted to give your permission to continue, please click 'continue'.)Always remember you're unique.
...Just like everyone else!
If your problem is solved, here's how to say thanks!
