Default Windows 7 user vs administrator

I have 2 users on my PC, Admin and user. all documents are with the user account. When I attempt to make changes in the user account I have to sign in to the Admin account. My issue is: I sign in to both accounts when I open Windows. Why do I have to enter Admin password when I want to make changes to User account? I am already signed in to Admin.

This is a lot to read but you can select the parts that interest you reference User account Control (UAC)
The UAC (User Account Control) was introduced as a security tool for Windows to help standard users perform admin tasks (refer below list in the link) and to encourage users not to run as admin. When any program requires admin privileges, the UAC prompt asks users for permission to proceed. Potential malware can also be prevented due to the features of the UAC. The following tutorial will help you understand UAC prompts, enable a password protection setting and how it will help secure your system.
