    I recently bought a new monitor (Viewsonic E70f) and installed a new videocard. Whenever I restart Windows (98) the monitor goes blank but the monitor power indicator stays on and the image does not reappear until I press the power OFF and then ON again, all the while Windows is restarting. Is there a problem with the monitor, a hardware or software problem in the PC? Any help is appreciated.

    Monitors generally stay in standby mode when the system is off. During bootup the system should send a signal to the monitor to activate it. It isn't so you need to do this manually.
    The problem is most probably the driver.
    If the montor has it's own drivers reinstall them. better still download and install the latest drivers for both the card and monitor.
    If you system is 12 months or older you may also need to update (flash) the bios

    If it were my monitor I would bring it back and get another. If it still persists I you know its not the monitor (assume monitor can be returned.)
