    Windows 98. I have to jump the hoops of deleteing cookies every day and restart the computer to get the next day start up page.

    I'm lost.
    If the home page you have set is one that updates daily what is happening is that your browser is simply loading the page from the cache (Windows Temporary Files)folder)
    Normally having a page refresh when visited is controlled by the site. (They should use a Meta refresh tag)
    With your side just click on the refresh icon on the top of your browser
