Shutdown problems are usually caused by either a misbehaving driver or antivirus program.
Try shutting down any programs running in the background (They should have icons in the system tray next to the clock. Right click on each and choose exit)
You may find the culprit if you do one at a time before shutting down.

I am having the same problem, I go to shut down and it acts like it is going to shut down but the screen flashes:windows is shutting down, then it dissapears and the computer comes back on. I have tried checking in CMOS all my settings but I can't get it to shut down the power. Any suggestions? Thanks
