Default Playing DVDs on TV through the PC

I would like to play DVDs on my TV and have a scart lead to connect my PC (or laptop) to it but can't get it to work. I've been told I have to clone my screen first - can't get this to work either. Isn't there a simple way?

To play DVD's from a computer to a TV you need a card with TV out (SVideo) and a SVideo input on your TV.
An MPEG conversion card will improve the picture greatly to be near what a stand alone DVD player would produce.
Alternatively you can purchase kit wich will allow you to use the AV channel inputs on your TV if no SVideo connection exists on it.
