    I am not sure what you mean by "Tab" menus.
    If you are refering to menus on a web site then chances are they are java scripts.
    There are a number of free menu makers available that make the task easy.
    If you can provide an URL that demonstrates what you refer to I may be able to help further.

    The type of menus at the example site are probably java script. The most common method use HTML, DHTML and Java.
    The common name for these types of menus is "rollover"
    There are a number of programs from small free ones to the "cost an arm and leg" applications such as Dreamweaver that can create such menues.
    Bascially the menu is made up of two or three images, which alternate when a mouse hovers or clicks on them, each representing a different action.
    As this forum is far to restrictive for explaining HTML, java etc I suggest you have a look around the web for tutorials and software for creating rollover menus
