Scandisc won't work even in safe mode
I tried running Windows 98 Scandisc in the safe mode. It completed an ordinary scan OK. But the thorough scan kept getting interrupted, displaying the 10 times interrupted message.
I have Norton Utilities installed. It too fails to complete its disc scan.
Could Norton Utilities have screwed up my Windows scan disc program in some way?
Note: my automatic disc scan after improper shut down no longer works either.
Unfortunately, I can't exactly pinpoint these problems to the time I installed Norton Utilities.

Norton Utilities was once great. Now it's just a pest.
Remove it.Take control of your life. Leave others to control their own.

I know you are running scandisk in safe mode, but i would still disable your screen saver, and try in safe mode again
To be honest i have to agree with whoozhe, as far as norton is concerned
if you do uninsall norton make sure you get a complete uninsatall go to symantec site for removal instructions, as it is a problem to uninstall

Avast is very good, if you go to Avast site go to products, then to free software, you will see Avast4 home editon free

Or you could go for AVG Free version, also very good look for free version

Firewal Zonealarm make sure you download free version
