It won't dual boot but it will be something like VMWare or VirtualPC. You actually boot into WIndows and then run this program to get into your oS X desktop.
Some notes though.. (quotes taken from the author of the program)
"Installation (of OS X) works beautifully but takes about four hours on a 1300 Athlon," said Weyergraf, referring to a PC with a 1.3GHz AMD Athlon chip. "I must admit 10.3 (OS X Panther) still has problems.... Some program crashes at startup and makes Panther restart it, over and over. We are working on this."
Although this was at version 0.1 and they are at 0.3.1 it still may be that slow since I haven't tried it yet.
The software is open source so it's free download and free to use so why not give it a shot.
