    I believe your ISP is Southwestern Bell according to your IP address, check with them to see if they include free web space for their members.

    In the past I have used geocities because the tool used, pagebuilder is completely customisable, you dont have to follow a template but you can choose to.

    The problem with most of these sites; lycos, angelfire, geocities etc are the ads you get on your site. I would steer clear of lycos as you cant remove their toolbar from your site but the geocities one is closeable altogether and only pops up once.

    Once you have built your site, chances are the address will be something very long and silly. You can use cjb for free to shorten your URL.
    It will be something like: www.yoursitename.cjb.net
    Try this, you might get a popup or two with this though.
    www.cjb.net
