Default Norton Internet Security won't let me change my Homepage

My father just bought a new HP Pavilion PC w/ Windows XP and it came with Norton antivirus/internet security software. The problem is that they bought Circuit City advantage plan software and this set the Circuit City page as the home page. I go in and manually change the homepage to what they want, their ISP homepage, and Norton Internet Security pops up letting me know that the homepage has been changed & gives me options one of which is to allow the page to be set/load to the new setting, but everytime I click on that it just goes right back to the circuit city homepage setting. I've tried turning all the Norton stuff off or disabling, but I can't seem to get it to allow me to change the home page even when I think it is disabled. Any help would be appreciated

When changing home page, type in the new address in the address bar, click Use Current > Apply > OK. Keep us posted.
