Default Windows was unable to process the registry

I am running Windows ME with McAfee antivirus and a trial Lavasoft firewall (I am currently testing different firewalls to decide which one to install permanently).

When I first startup my computer before windows starts I get the following message:

"Windows was unable to process the registry. This may be fixed by rebooting to a command prompt only and running SCANREG /FIX. Otherwise there may not be enough free conventional memory."

Then after about a minute windows starts with the "Add new hardware" wizard. If I tell it to search for the driver automatically, it does not find one. So I continue and get the message: "Suregcreatekey failed" (If I cancel the wizard I don't get that last message). I have not added any new hardware. Next, windows starts just fine, but McAfee does not. It says that I need to reinstall McAfee.

All programs seem to work fine for the most part. I don't have an internet connection. I called Verizon to test my DSL connection - it's working good.

I used my Win ME startup disk to get a command prompt, but it does not recognize "SCANREG /FIX". I'm not sure what to do next. Any help would be appreciated.

    Here is my HijackThis log:
