Default How to wipe clean an old hard drive

I want to sell my Comp USA with windows 98, but I want to clean the hard drive first. Is there a recommended free down load which will THOROUGHLY clean the old disc? If so, can I download this file onto a 3.5 floppy (thru my current Dell w/Windows XP "home"), and then take the floppy (with the "cleaning" file) and install it into the old Comp?
The older computer is currently off line.

You can create a boot floppy and use the fdisk and format commands, see the link below.
