Default Taskbar and desktop icons delay in loading, auto updates keeps re-enabling

Hi folks, i'm having an issue with my taskbar and desktop icons taking ages to load, and a missing app called libcurl or something that seems to be knackered, i've tried everything to fix this but nothing works including hard drive and page file de-frags. My pc is a dell dimension 5150 dm051(ancient i know) its got a pentium 4 3Ghz processor, and 2.5 Gb of ram, running windows xp. hard drive is 70Gb. Any help would be greatly appreciated.
